Proposing Subcontracts

As a continuing policy, proposals to form subcontracts, either to or from UMKC, require UMKC institutional authorization. In the past, Office of Research Services (ORS) has allowed a variety of documents, such as subcontract agreement letters, Subcontract agreement forms, and duplicate face pages. To clarify the documentation necessary, ORS is standardizing the documentation requirements effective July 1, 2002.

When UMKC is the lead organization in an application, ORS needs the following information from the institution with whom a subcontract is proposed:

For NIH applications (UMKC as Prime)

    1. A completed and signed PHS 398 Face Page Or SF 424 Form the subcontracted institution.
    2. A copy of the subcontracted institution's F&A (indirect cost) agreement (Copies of F&A agreements are unnecessarily If you are subcontracting with KUMC, MRI, or CMH, as ORS keeps copies of these documents.)
    3. A full detailed subcontract budget
    4. A scope of work from the subcontracted institution
    5. A completed Financial Disclosure Form for all key personnel.

For all non-NIH applications (UMKC as Prime)

  1. A completed and signed UMKC Subcontract agreement form Subcontract agreement form (Word)
  2. A copy of the subcontracted institution's F&A (indirect cost) agreement (Copies of F&A agreements are unnecessarily If you are subcontracting with KUMC, MRI, or CMH, as ORS keeps copies of these documents.)
  3. A full detailed subcontract budget
  4. A scope of work from the subcontracted institution
  5. A completed Financial Disclosure Form for all key personnel.

Other points of subcontracts:
UMKC investigators should explain the subcontract agreements in their budget justifications. The explanation should include which organization you're subcontracting to, list the amount of the subcontract, and explain what the subcontracted organization will be responsible for.

Remember that all subcontract costs (indirect and direct) are direct costs for the lead institution. Therefore, if your subcontract is for $100,000 for 2 years, and the subcontracting organization has a 47% IDC rate, the total costs for the subcontract would be $147,000. And the total $147,000 would be a direct costs for UMKC. UMKC IDC rates are figured on only the first $25,000 of the total subcontract (all years).

Indirect costs may be included in the subcontract only if the subcontractor has a federally approved indirect cost rate.

When another institution is the lead organization and UMKC is the subcontract
When UMKC is the proposed subcontractor to another organization's proposal, UMKC institutional authorization is still necessary at the time of application. If the lead institution does not specify a letter format or form they would like subcontracting organizations to utilize, please utilize the following:

For NIH applications (UMKC as Subcontract)

  1. A completed and signed UMKC PHS 398 Face Page Or SF 424 Form
  2. A copy of UMKC's F&A (indirect cost) agreement (Click here for copy of current UMKC F&A agreement )
  3. A full detailed UMKC budget
  4. A UMKC scope of work
  5. A completed and signed PeopleSoft Signature Page
  6. A completed Financial Disclosure Form for all key personnel.
  7. Space Form (Only necessary if you are requesting additional space or renovating existing university space)

For all non-NIH applications (UMKC as Subcontract)

  1. A completed and signed UMKC Subcontract agreement form
