Criterion One: Mission and Integrity

As one of UM System’s four universities, UMKC uses the University of Missouri Collected
Rules and Regulations [CR&R] to insure that all of its processes and activities are of the
highest integrity. The CR&R are organized to include the following categories: Administration,
Business Management, Facilities and Equipment Management, Financial Management,
Information Management, Programs, Courses and Student Affairs, Faculty Bylaws and
Tenure Regulations, Personnel, Faculty and Staff Campus Mediation Services, Grievance
Procedures, Research, Medical and Dental Schools and Services, and Benefit Plans.

Additionally, UMKC follows the policies of the UM System, the UMKC Chancellor, and
the policies adopted by faculty, staff and students through the governance process. Some
examples of policies developed and adopted by the Faculty Senate have been documented
above, such as Promotion and Tenure Guidelines. The Staff Council recommends policies
on such issues as parking, pay rates, family benefits, educational benefits, and training
opportunities. The Student Government develops policies in regard to the governance and
oversight of student organizations and the allocation of Student Activity Fees.
Campus Safety and Climate
To insure our University’s safety and integrity, UMKC implemented a Case Management
Team [CMT] even before the tragedy at Virginia Tech in 2007. Through the 1980s and
1990s, the CMT existed in one form or another but always included the Director of UMKC’s
Counseling Center, the Chief of the UMKC Police and the Vice Chancellor of Student
Affairs and Enrollment Management. Today, CMT includes the Director and Assistant
Director of the Counseling Center; representatives from the campus Police Department,
the Women’s Center and the Division of Student Affairs and Enrollment Management;
the manager from the Hospital Hill campus; the Assistant Vice Chancellor for Student
Development; and the directors of Residential Life, Student Health Services and Student Life.
In August 2008, UMKC implemented the UMKC Alert! Emergency Mass Notification
System, which sends warnings to UMKC students, faculty and staff about campus
emergencies and closings, as well as class cancellations due to inclement weather. This
service is part of the UM System’s partnership with 3n, a national provider for mass
message notification services. The process is a voluntary, automated, rapid notification
system which gives participants the options of receiving warnings through official email
and through personal and official text messages, cell phones, wire-line voice, voicemail and
pagers. A comprehensive plan was developed to communicate the new Alert! system to
our students, faculty and staff. Notification that included information and the opportunity
to sign up for the Alert! was displayed on the University’s front Web page for two weeks.
E-mail announcements also were broadcast to UMKC Everyone when the system was first
introduced, and they have been sent yearly afterward. Notices to opt in or opt out continue
to be attached to all employees’ individual YourHR Web pages. Faculty and staff throughout
the UM System are now being prompted to update their contact information in MyHR.
Once a year after the initial log-in, employees are asked to enter or update their contact
information. During these periods, employees are not able to transact business in their MyHR
accounts until they have provided information as part of the opt-in selection or have chosen
to opt out online. If a faculty or staff member chooses to opt out from notification through
one of the personal communication tools, emergency notification will continue to be sent via
e-mail and voicemail to his/her UMKC addresses and business phone numbers. At the same
time that UMKC notifies broadcast media, the University also posts emergency and campusclosing
information on the UMKC homepage and the UMKC Alert! Web site. This type
of notification is also true for all of our students who log in to their Pathway accounts using
their SSO and password. Students are required to opt in or opt out as part of the registration
process for each semester. Each term, the UMKC Alert Registration screen appears on each
student’s Pathway page.
UMKC Police

Beyond the physical safety of students, faculty and staff, we recognize the need to create an
emotionally safe environment to pursue knowledge and skills that will enable us to fulfill our
mission as a university and to lead rich and full lives. Departments within our divisions of
Student Affairs and Enrollment Management and of Diversity, Access and Equity have in
place policies and procedures for promoting and ensuring an emotionally and physically safe
environment for our students. UMKC’s Faculty Senate also addressed the issue of safety when
it created and passed a statement on Discrimination, Intimidation, and Sexual Harassment.
The statement was made available on the UMKC Web site, and faculty was asked to include
the statement on class syllabi. The document concludes with detailed instructions on
reporting violations of this policy.
