    UMKC has complied with all Title IV requirements and our status with the Department of Education has remained favorable, having last undergone the A133 audit in the 2007-08 academic year. The campus maintains current copies of all documents required by the Higher Education Reauthorization Act, including the following: Program Participation Agreement [PPA], Eligibility and Certification Renewal [ECAR], and the annual Fiscal Operations Report and Application to Participate [FISAP]. There have been no U.S. Department of Education audits of UMKC’s financial aid operations.

    Since the last site visit, the Office of Financial Aid has undergone some important changes. In 2000-01 UMKC changed from processing federal Stafford Loans through the Direct Lending program to the Federal Family Educational Loan Program. The University also participated in the School-as-Lender program from 2000-01 through 2007-08. Beginning with the 2009-10 aid year we are returning to the Direct Lending Program. In 2007-08, the University implemented the Student module of PeopleSoft and the Financial Aid and Scholarships Office restructured many major business processes for this implementation. In 1998-99, UMKC students received approximately $81 million from all aid sources and in 2007-08, UMKC students received more than $152 million in aid. In 1998-99, UMKC had 1,387 students receiving $2.6 million in Pell Grant and in 2007-08, UMKC had 2,307 Pell recipients receiving $6.2 million.

    UMKC’s default rate during FY2005 was 4 percent and dropped to 3.5 percent during FY2006, the latest year for which default rates have been calculated. The default rate compares favorably to state institutions generally (with averages in those years of 4.3 percent and 4.7 percent respectively) and is coming closer to the average rate for four-year state universities (FY2005, 3 percent and FY2006, 3.4 percent). Based on federal guidelines, UMKC is not required to have in place a default rate management plan.

    Campus Crime Act
    The Campus Safety and Crime Report is compiled each year to comply with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act of 1998. In addition to the yearly statistics provided in this report, the police department also makes periodic reports, or Crime Alerts, to the campus community of recent crimes that may affect the quality of life in the campus area. These reports may include crime prevention recommendations and are intended to raise awareness regarding criminal activity so that the community can increase or implement personal safety strategies.

    All of the police officers employed by UMKC are certified by Peace Officer Standards and Training and licensed by the state of Missouri; they have the jurisdictional responsibilities for all crimes and incidents that occur on our campus. Our police department recently became nationally accredited by the Commission on Accreditation for Law Enforcement Agencies, Inc. CALEA requires compliance with international standards for the highest degree of quality law enforcement.

    Athletics
    In August 2007, UMKC began a year-and-a-half long, campus-wide study of its athletics program as part of the National Collegiate Athletics Association [NCAA] Division I certification process. Specific areas of study include academic integrity, governance and rules compliance, commitment to gender and minority equity, and student-athlete well-being. The purpose of the certification program is to ensure the integrity of UMKC’s athletics operations, including assessing the program and making recommendations for improvement based on the NCAA’s guiding principles.

    A self study was completed in May 2008, with an official notice of certification granted in April 2009.

    According to the NCAA Web site, our student athletes’ graduation success rate is consistently higher than that of the federally mandated graduation rate, and is a rate comparable to that of other UMKC students.
