Permit Parking

Student Permit

Students may purchase a Day (24-hour) permit, an Evening (valid after 4:15 p.m. only) Student permit, or if they are a residential student, an Oak Place Apartments garage permit or Health Sciences Apartments garage permit. Student permit lots are indicated in blue on the campus map.
Permits for Fall 2014 are now available for sale online and in the office.

Vehicle plate information is required.

NOTICE: Please be aware that if you request that your permit be mailed, it may take 5-10 days for the permit to arrive. Permit orders made on or after August 15 may not arrive by the first day of classes on August 25. If you do not have your permit by the first day of classes you will need to park and pay at a meter or find street parking.

Notice: We will permanently lose some of the parking spaces in Area 32W (lot west of School of Education). Due to construction activity, the loss of spaces may occur as early as November or December 2014. We will provide updated information regarding timing as it becomes available.

Evening Permit

Evening permits are available for purchase at a reduced cost based on the rate for day permits and can be used in most permit lots after 4:15 p.m.

Purchase Permit

 

Faculty and Staff Permit

Employee permit areas are located throughout both the Volker and Health Sciences campuses and are indicated in red on the campus map. Faculty/Staff permits may be ordered in the Parking Operations Office, 5115 Oak Street, Suite 221.

Full Time Employees

Most faculty and staff members purchase a UMKC parking permit while employed with the University, although an employee may choose to park and pay at the meters.

Cost

The monthly fee for employee parking is determined by their annual base salary as of April 1 each year and upon where their salary falls within the five-tier scale below. Once the monthly rate is fixed it will not be adjusted if there is a change in pay that occurs throughout the year. Any changes to payroll deductions for parking occur the first of June every year. The rate for new employees, or employees who start their deduction throughout the year, is based on their pay at the time they apply for a permit. The employee may choose to have the monthly fee paid by payroll deduction or by pre-paying for their permit. According to the commuter benefit program, an employee may choose to have their parking deducted before taxes. Employees who pre-pay for their parking cannot take advantage of the pre-taxed benefit. Payroll deduction is not offered to those who have an appointment of less than a semester in duration.

  • Applications for employee parking permits are available in the Parking Operations office. Once an employee has signed up for parking, they will be issued a permit that will remain valid until the expiration date listed on the permit.
  • Permits for faculty/staff paid by payroll deduction are automatically renewed and a new permit is sent via campus mail to the employee upon expiration of the parking permit.
  • Permits that have not been set up for payroll deduction, must be renewed by the employee in the Parking Operations Office.
  • Parking is not prorated for portions of the month. No refunds for parking permits will be issued.
  • There will be a $20 replacement fee for the first lost, stolen or destroyed permit. This fee will increase with subsequent replacement permits.

Part Time Employees

Part-time employees who are regularly scheduled for two days per week or less may purchase a part-time faculty/staff parking permit on a prorated basis. Payment must be made in advance. To qualify for such a permit, their Department Head or Supervisor shall inform the Manager of Parking Operations, in writing, all pertinent facts of employment, including the two days of the week the employee will use campus parking.

The cost will be one-half the full time faculty rate based on the salary tier of the part-time employee.

Parking is not prorated for portions of the month. No refunds for parking permits will be issued.

Valid Parking Areas

Vehicles displaying a valid UMKC employee-parking permit can be parked in all permit areas on campus.

The faculty/staff parking permit is valid on any vehicle the employee drives but is not transferable to another individual.

Restricted Parking Areas

  • Faculty/staff permits are not valid in metered lots.
  • The UMKC faculty/staff parking permit is not valid on any other University of Missouri campuses.
  • Faculty/staff permits are not valid in the Oak Place Apartments parking garage.
  • Faculty/staff permits are not valid in any of the retail parking areas for the Colonial Shops (shops located at 51st and Oak Streets), or Oak Place retail areas.
  • Faculty/staff permits are not valid in any space reserved for a special purpose, or in disability spaces unless the appropriate disability documentation is on file with the Parking Operations office and a state disability plate or placard is displayed.

Violations

Employees are subject to all UMKC traffic and parking regulations. Parking violations must be appealed, or paid, within ten (10) days from the date of issue. Parking violations can be paid or placed on appeal online at https://parking.umkc.edu Tickets are not available online until the day after the date of issue.
Failure to comply with any parking regulation will subject the offender to the sanctions set forth in the UMKC Traffic Regulations. Parking violations must be appealed, or paid, within ten (10) days, or a $5 penalty fee will be assessed.
Violations that remain unpaid for more than ten (10) days will be referred to the UMKC Cashiers and Collections Office, and the outstanding balance applied to your UMKC employee ID account. Balances referred to the Cashiers and Collections Office can result in enrollment holds, transcript holds, and suspension of charging privileges. Balances will be invoiced to your UMKC assigned email address, and may also be mailed to an address on file in the Pathway system if you are not actively enrolled in classes. Unpaid balances invoiced by the Cashiers and Collections Office are subject to additional monthly finance charges (1% of the balance) and monthly late fees ($25).

Cancellation

  • If an employee wants to stop their payroll deduction for parking they must fill out a stop payroll deduction form and return their UMKC parking permit to the Parking Operations office. If an employee fails to return the parking permit, their payroll deduction will continue until the expiration date of the permit issued to them.
  • If an employee leaves the University and the payroll deduction for their parking ceases, the permit issued to them will be revoked and any vehicle displaying such permit will be subject to immobilization or towing. The vehicle will also be issued a $65 parking violation for attempting to circumvent the UMKC Parking and Traffic Regulations.

FAQs

  • A new employee's initial parking rate will be determined by their base pay at the time they begin employment.
  • The rate for an employee who purchases a permit by semester will be determined by their base pay at the time they are issued a permit.
  • Any changes to payroll deductions for parking occur the first of June every year.
  • Employees of affiliate organizations who use UMKC parking will pay near the middle of the monthly rate on the 5-tier scale, currently this is $52 per month.
  • Benefit eligible employees cannot purchase a student parking permit - even if they are full time students.
  • Individuals operating university owned vehicles must comply with all parking rules and regulations or be subject to the issuance of a parking violation.
  • Parking violations can be paid or placed on appeal online at https://parking.umkc.edu Tickets are not available online until the day after the date of issue.
  • A hangtag is issued to an employee, not a vehicle. The hangtag should be displayed on any vehicle you are driving on campus, including rental vehicles. Faculty and staff will be responsible for all violations placed on a vehicle displaying a hangtag issued to them, regardless of whether they are the owners of the vehicle.
  • If for any reason you forget your hangtag, please call the Parking Operations Office, 816-235-5256, for placement on the parking permission list for the day.

Disability Permit

A UMKC disability parking permit, along with a state-issued disability plate or placard allows an individual to park their vehicle in a designated disability parking space in faculty/staff and student permit areas.

A UMKC disability parking permit alone, allows the user to park in any faculty/staff or student permit parking space on the campus.

Individuals who are displaying only a state-issued disability plate or placard should park in metered areas on the campus and pay the meter.

Designated handicap spaces are indicated with Handicap Permit Symbol on the map.

Motorcycle, Moped, Motor-scooter Permit

Valid parking Areas

Motorcycle, moped or motor-scooter permit spaces are indicated with Motorized Permit Symbol on the map.

Motorcycles, mopeds and motor scooters may not be parked in any bicycle rack, building or entranceway to any building.

Motorized vehicles parked in these areas shall be issued a University violation notification and may be removed from the area.

Cost

  • Applicants applying only for a motorcycle permit will be charged half the current fee for the permit type issued.
  • Applicants applying for a motorcycle permit as a secondary permit will be issued a motorcycle permit at no charge.
  • Vehicles not displaying a parking permit must park in the metered parking areas specified for motorcycle, mopeds and motor scooters and must pay the meter.
  • There are permit and metered spaces on the UMKC campus reserved specifically for the parking of motorcycles, motor-scooters and mopeds.
  • Individuals issued student motorcycle permits may park in any non-metered area reserved by appropriate signs for the parking of motorcycles, motor-scooters and mopeds, including those areas in faculty/ staff permit lots.

 

One-day Permit

One-day scratch off hangtags are available for purchase by visitors, students and employees by using the One-day Permit Request Form. Hangtags are valid for the day indicated by scratching off the appropriate day, month, and year. Orders of 25 or more hangtags must be picked up in the Parking Operations Office, Room 221, Administrative Center, 5115 Oak Street, Kansas City, MO 64112.

  • Visitor one-day permits are valid in designated permit spaces in any lot on campus and at any meter.
  • Faculty/Staff one-day permits are valid only in faculty staff and student permit areas.
  • Student one-day permits are valid only in student permit areas. (These permits can only be purchased in the Parking Operations Office, 5115 Oak Street, Room 221, Kansas City, MO 64112.)

Restricted Parking Areas

  • Parking meters for faculty/staff and student one-day permits
  • Disabled spaces (except with an appropriate state disability plate or hangtag)
  • Driveways
  • Authorized Vehicle Only space
  • Any other space designated by signage for special purpose.

 

As always, individuals may choose to park and pay at the meters located throughout campus.
