Post-Award Contact Information for all persons listed below.
|
Post-Award administration responsibility includes monitoring, billing, and financial reporting and is divided between the accountants, based on UMKC schools and departments. This facilitates assistance and advice to faculty and staff by always having the same ORS contact person.
Although the department fiscal officer is the primary source of fiscal assistance, the ORS staff listed below will be able to help with expenditure issues, rebudgeting questions, and questions regarding agency rules and regulations.
The following is a list of the accountant teams and departments for which they are responsible.

- The NIH Grants Policy & Guidance (policy) with
- The NSF Award and Administration Guidelines (version 4/16/2009) provide the most detailed information about managing NSF awards. This is the main source that divisional or university administrators should consult with questions regarding an award.
In recent years, this guide has been updated rather frequently. Make sure to use the most up-to-date guidelines.
- OMB Circular A21: Cost Principles for Educational Institutions.
This Circular establishes principles for determining costs applicable to grants, contracts, and other agreements with educational institutions. The principles deal with the subject of cost determination, and make no attempt to identify the circumstances or dictate the extent of agency and institutional participation in the financing of a particular project. The principles are designed to provide that the Federal Government bear its fair share of total costs, determined in accordance with generally accepted accounting principles, except where restricted or prohibited by law. Agencies are not expected to place additional restrictions on individual items of cost. Provision for profit or other increment above cost is outside the scope of this Circular.
- OMB Circular A110: Uniform Administrative Requirements for Grants and Other Agreements.
This Circular sets forth standards for obtaining consistency and uniformity among Federal agencies in the administration of grants to and agreements with institutions of higher education, hospitals, and other non-profit organizations.
- OMB Circular A133 and 2009 Supplement: Audits of States, Local Governments, and Non-Profit Organizations.
This Circular is issued pursuant to the Single Audit Act of 1984, P.L. 98-502, and the Single Audit Act Amendments of 1996, P.L. 104-156. It sets forth standards for obtaining consistency and uniformity among Federal agencies for the audit of States, local governments, and non-profit organizations expending Federal awards.
- Code of Federal Regulations (CFR)
The Code of Federal Regulations is the codification of the general and permanent rules published in the Federal Register by the executive departments and agencies of the Federal Government. It is divided into 50 titles that represent broad areas subject to Federal regulation.
