UMKC's Radiation Safety Committee (RSC) has the delegated responsibility for developing policies related to radiation safety which ensure compliance with the applicable federal, state and University regulations, which also includes more constraining conditions appearing in the University's U.S. Nuclear Regulatory Commission (NRC) license.
The RSC is required by NRC regulations and license conditions to maintain oversight of operations involving radioactive materials, and to perform an annual audit of the radiation safety program at UMKC.
State regulations require that radiation-producing devices be registered with the State of Missouri and that registered devices are operated in accordance with state radiation safety regulations.
The UMKC radiation safety program, as overseen by the RSC, provides an integrated approach to hazard control and efficient use of University resources.
The RSC advises the Chancellor, the Radiation Safety Officer (RSO) and UMKC's Department of Environmental Health and Safety (EH&S) on matters impacting the safe use of radiation hazards at UMKC.
The RSC meets quarterly. Members are appointed by the Chancellor for three year terms and represent members of the University community with vested interests in the appropriate use of radiation sources in research, development, student instruction and instrument calibration. Matters of concern may be brought to the committee through contacting the RSO, the Chair of the RSC or the RSC administrator by mail or email.
The U.S. Nuclear Regulatory Commission (NRC) is an independent Federal regulatory agency. It is responsible for ensuring that workers and the public do not encounter unnecessary or excessive radiation exposure in the workplace. The NRC establishes regulations describing safety requirements for possession, use, storage and disposal of radioactive materials. The agency issues licenses under these regulations to users of radioactive materials. It then inspects the license holders to be certain they are operating in a safe and secure manner. If a license holder violates safety requirements, it can be fined or have its license modified, suspended or revoked.

RSC Application for Possession and Use of Radiation Sources
|
|
|
To apply for approval of possession and use:
- Contact the Radiation Safety Officer (MasihS@umkc.edu).
- Complete the appropriate forms:
- Complete the Application (RadSafe 1a or RadSafe 1b).
- Complete one (1) appropriate AU Statement of Training and Experience (RadSafe 2a or RadSafe 2b) for the Authorized User, the person requesting the permit.
- Complete one (1) appropriate Radiation Worker Statement of Training and Experience (RadSafe 3a or RadSafe 3b) for each person working on the requested permit who will not be the permit holder.
- Complete one (1) Worker Exposure History form (RadSafe 4) for each person working on the requested permit.
- For RadioActive Materials, complete one (1) Procurement Credit Card Information form (RadSafe 5).
- Submit the application request to the RSO for safety review.
The RSO will present the initial request to the RSC at a quarterly meeting.
- Complete the UMKC site-specific training:
To enroll, contact the RSO by phone X5289 or email MasihS@umkc.edu.
- On-line on BlackBoard: 'Radiation Safety Orientation-New'
This computer portion of the Training has proven to be helpful in completing the application request.
- A lab/Demo session by a Health Physics staff member.
A laboratory will not be commissioned until this session has been completed.
To add new work under your existing permit,
contact the RSO to determine whether an amendment (Form RadSafe 6a) to your permit is required.
Your permit is generally issued for three years.
The RSC Administrator will contact you prior to the permit expiration date with instructions for renewing, amending or terminating a permit.
Research using radioactive materials in animals
must be approved by IACUC and RSC before animal use can begin.
