UMKC has many collaborations and partnerships with institutions around the world. These agreements are grounded in the academic mission of the university, with the express commitment to comprehensive internationalization through the education of globally competent citizens who understand the diverse and global nature of business, politics, the arts, research, the environment and health.

MOUs and MOAs

Academic partnerships between UMKC and international institutions are normally created through two types of documents - MOUs and MOAs

An MOU is the initial university-wide agreement that establishes an institutional collaboration between UMKC and an international partner. The MOU is general in language; its purpose is to affirm a commitment to collaborate in such areas as student exchange and education, faculty exchange and development, research, publication, scholarly symposia, and other mutually beneficial forms of cooperation.

  • MOU discussions are initiated by a UMKC academic unit or department in conjunction with an international partner institution.
  • International Academic Programs (IAP) prepares an initial MOU draft, using the established UMKC MOU template that has been approved by UM-System Legal Counsel.
  • When the initial draft is completed, it is circulated among a review group consisting of: the Director of International Academic Program (IAP), the Director of International Student Affairs Office (ISAO), and the academic leadership in the Office of the Provost. This draft is accompanied by a brief paragraph explaining who is initiating the agreement and why it is an important partnership for UMKC. Since the MOU conforms to a standard approved template, the primary purpose of this review is to make key individuals aware of the new partnership.
  • This draft is shared with the proposed partner institution for content review.
  • After approval of the review group, the MOU is sent to the Provost and Executive Vice Chancellor for signature, and when appropriate the initiating Dean or Department Chair.
  • Once the Provost and Executive Vice Chancellor has signed the agreement, the Provost Office oversees the mailing of two copies to the partner institution for its signature with the request to return one signed copy to the Provost Office. The signed physical copy remains in a permanent file in the Provost Office.
  • The Provost Office will generate an electronic copy of the signed document to be housed in an electronic master file on the Office of the Provost website, and will circulate electronic copies to all parties.
  • IAP maintains a master list and electronic file of all international agreements, both completed and in process, that makes it possible to coordinate and build upon UMKC’s growing internationalization.

An MOA is a formal agreement, grounded in the original MOU, which expands upon the established institutional partnership between UMKC and an international partner. The MOA establishes academic and partnership expectations and procedures between UMKC and another university, college or educational institution. The MOA is specific to individual academic units, and is intended to describe a partnership between the academic programs of two or more institutions. It describes in clear language the role of each partner institution in the proposed program or project. The MOA will identify the academic mission, the necessary criteria for the admission/participation of students into particular academic programs, costs and fees, coursework, teaching responsibilities and all other relevant information for the implementation of the program.

  • Articulation agreements are predicated on a previously signed, active Memorandum of Understanding (MOU), and are developed to implement the intentions of that agreement.
  • Articulation agreements comprise a broad range of types of collaboration, including short term workshops, inter-session and summer programs, a variety of degree-earning programs, and other forms of cooperation.
  • Memorandum of Articulation (MOA) discussions are initiated by an academic unit or department in conjunction with an international partner institution.
  • Initial drafts of an MOA are created for the academic unit by International Academic Programs (IAP). Early collaboration with the International Student Affairs Office (ISAO) is required to assure compliance with Federal laws governing visas, to certify that the universities for which partnerships are sought are quality partners and produce students who are capable of being successful at UMKC, to evaluate the grading systems to assist academic units in setting acceptable admission standards, and to determine potential involvement of other Student Affairs offices;
  • The draft MOA is reviewed by UM-System Legal Counsel or their campus designee, who is charged with ascertaining compliance to legal and contractual obligations and risk for enhanced liability on the part of the University;
  • Drafts will be routed and tracked by International Academic Programs. There are two different classes of MOAs: 
    • Articulation agreements for non-credit bearing cultural and academic programs such as short term workshops and summer offerings that are hosted by a particular academic unit such as Bloch’s 14-day Executive Development Program, are reviewed as follows:
      • Review by the Director of ISAO to determine what if any services provided by Student Affairs including ISAO are necessary, and to direct the agreement to appropriate offices for their review; ISAO is responsible for communicating the results of these reviews to IAP;
      • When necessary, review by other offices and units, such as the School of Graduate Studies;
      • Final review by the academic leadership in the Office of the Provost;
      • Signature by the Provost and Executive Vice Chancellor and the Dean of the host academic unit and by the Vice Chancellor for Student Affairs and Enrollment Management when the MOA includes admission, enrollment, scholarships, or other Student Affairs components.
    • Articulation agreements that include academic credit, standard fees and/or tuition, scholarships, transfer of credits, proceed as follows:
      • The Director of ISAO will oversee the necessary internal Student Affairs review and will have a specific responsibility for reviewing all components related to areas within Student Affairs and Enrollment Management, e.g., financial aid, scholarships, registration, etc., and involving those directors as necessary. ISAO is responsible for communicating the results of these reviews to Student Affairs and Enrollment Management leadership and to IAP;
      • The academic leadership in the Office of the Provost will review to confirm compliance with HLC standards, alignment with the stated university mission and UMKC Strategic Plan, and sustainability.
      • All agreements involving graduate students must be reviewed and approved by the Dean of the School of Graduate Studies.
      • The MOA is signed by the Provost and Executive Vice Chancellor, the Dean of the host academic unit, and by the Vice Chancellor for Student Affairs and Enrollment Management when the MOA includes admission, enrollment, scholarships, or other Student Affairs components.
    • Once the MOA is signed, the Provost Office oversees the mailing of two copies to the partner institution for their signature with the request to return one signed copy to the Provost Office.
    • The Provost Office will distribute electronic copies to all parties and maintain the appropriate information on the Provost Office website; the signed physical copies remain in a permanent file in the Office of the Provost.
