Learning Environment

UMKC strives to maintain the best possible learning environment for all students, faculty, and staff. Below are descriptions of policies set in place to help preserve this environment in the classroom and around campus, as well as links to more information.

Notice of Nondiscrimination and Title IX Compliance

UMKC is committed to providing equal opportunities to all students and applicants for admissions without unlawful discrimination on the basis of a protected identity, or their race, color, national origin, ancestry, religion, sex, pregnancy, sexual orientation, gender identity, gender expression, age, disability, protected veteran status, or any other status protected by applicable state or federal law.

The University complies with all federal and state laws and University of Missouri System policy regarding nondiscrimination, including Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act, the ADA Amendments Act of 2008, Title VII of the Civil Rights Act of 1964, and the Missouri Human Rights Act Chapter 213 RSMo.

To ensure compliance, all University of Missouri admitted and enrolled students have available to them the UM Collected Rules and Regulations Chapter 600 Equal Employment/Educational Opportunity for resolving complaints regarding alleged discrimination and harassment related to recruitment, admission, financial aid, treatment in an educational program, student employment, or other matters relating to campus living or student life.

UMKC is dedicated to the safety and security of all our students, faculty and staff.  UMKC’s Office of Equity & Title IX are trained to receive complaints of discrimination and harassment based on protected identity, including sexual harassment, sexual misconduct, sexual violence and sexual assault, from students, faculty, or staff and will coordinate with campus offices and administrators as appropriate to address these complaints.  The Office of Equity & Title IX is the primary resource for individuals who believe they have experienced any form of protected identity discrimination or harassment.

Open Campus and Time, Place and Manner Policy

The “open campus” has long been a traditional policy at UMKC. During formal sessions or in informal settings, the entire academic community, students, faculty and staff, have the right to hear and express varying viewpoints.

In addition, the freedom to demonstrate in an orderly fashion as a means of presenting views is recognized by the University.  However, UMKC does not condone demonstrations that interfere with the freedom of decision and action of other students or that prevents the free movement of students to or from classes, lectures, seminars or employment interviews.  When such demonstrations occur, the institution and academic community must take action, even if such action protects the rights of just one student.

Freedom of expression is one of the hallmarks of a democratic society.  While orderly demonstrations are not to be interpreted as infractions of University rules, disorderly demonstrations that disrupt the normal life on campus are considered violations.  In these cases, individuals who are responsible will be subject to the established disciplinary procedures and policies.

Intellectual Pluralism and Expressions of Perceived Bias

We are committed to Intellectual Pluralism in its many dimensions – political, cultural, religious, international, disciplinary, economic, lifestyle – and to encouraging and supporting robust debates over matters of academic interest, as it is vitally important for UMKC to foster and maintain an educational environment that promotes free discussion, inquiry and expression by students inside the classroom and beyond, without fear that their exercise of such rights will have negative repercussions in areas over which the University has responsibility.

It is equally important that students understand the narrow line separating their First Amendment rights and the legal and privacy rights of others so that students can exercise those rights within appropriate boundaries.

Students who believe the conduct of others has crossed this narrow line may choose to report this conduct as an expression of perceived bias, which may occur when someone believes that they have been subjected to harassment, bullying, stereotyping, microaggressions, abuse, marginalization, or any other form of targeted misconduct because they identify or are associated with a particular group or idea.

Students’ Right to Know

Various state and federal laws, specifically the Higher Education Opportunity Act, require Colleges and Universities to provide information and notice to students on a variety of topics.

In accordance with Public Law 101-542, UMKC reports 75 percent of its first-time full-time degree-seeking freshman return the second year. The UMKC Police Department publishes an annual Campus Crime and Fire Safety Report. The Report includes statistics from the previous three years concerning reported crimes that occurred on campus; in certain off-campus buildings owned or controlled by UMKC; and on public property within, or immediately adjacent to and accessible from, the campus. The report also includes institutional policies concerning campus security, such as policies concerning alcohol and drug use, crime prevention, the reporting of crimes, sexual assault, fire safety, and other matters.  The report is also available at the UMKC Police Department, 5005 Oak Street.
