Residency Application Process

  • Submit the Residency Change Petition.
  • Upload required documents. Please note that providing the required documents does not guarantee approval of the residency petition. These documents are used as supporting evidence in consideration of the petition and can be heavily or lightly weighted factors in the residency change determination.
  • Validating proof of residency may take up to two weeks. The decision about your residency will be sent to your email address.
  • If your petition is approved, your tuition rate will be reassessed by the Cashiers Office. We will also notify the Financial Aid and Scholarships Office because the decision could affect the amount of financial aid you receive.
  • If your petition is denied, you may submit a new petition for a different term if you feel you meet the requirements. However, you must submit an additional $250 non-refundable processing fee.

Required Documents

All required documents must be submitted together at the time of submission.

Do not submit all of your bank statements or utility bills for the whole year. Only two documents dated at least 12 months before the appropriate term are needed. If a document is multiple pages (such as bank statements) you need only submit the page that lists your address, name and the date.

1. Proof of employment

  • Must have a minimum of $3,000 taxable earned income in Missouri (before taxes) during the 12 months prior to the academic term for which residency is requested.
  • Payroll records/pay stubs must show the physical address where you worked as well as information per pay period as follows: hours worked, dates of earnings and taxes withheld. If your payroll records or pay stubs do not show this information, then you need to submit an official letter on company letterhead that states all of this information.
  • Students may not work for or with a relative, family business or online.
  • You’ll need to provide bank statements over the summer months (May through August) that show a transaction every two to three days showing your presence in Missouri/Kansas. If there’s a stretch of days unaccounted for, you may be asked to provide additional documentation. Your bank must be in Missouri and transactions must have happened in Missouri. Your name must be printed on the statements.
  • If you’re married, your spouse’s taxable income can count towards the $2,000 requirement. You’ll need to provide copies of your joint tax return, marriage license and Missouri W-2.

2. Copy of valid driver’s license or state identification card

  • A temporary copy will not be accepted.
  • The DMV sends you your permanent license within four to six weeks of applying for one, so please take this into consideration when submitting your petition before the deadline.

3. Copy of federal and state income tax forms from last year

  • Submit a copy of pages one and two of last year’s Federal 1040 income tax form and a copy of the first page of your state income tax form. Submit copies for all the states in which you filed. If you were under 21 during any part of the qualifying 12 months, submit a copy of pages 1 and 2 of your parent’s prior year Federal 1040 income tax form showing you were NOT claimed as a dependent.
  • If your parents are divorced, please submit a copy of pages one and two of last year’s tax return for each parent. If you are claimed as a dependent, then submit the tax forms of the person who claims you.

4. Copy of your vehicle registration, if applicable

  • If you are not listed as the sole owner, this is not required. If you are the sole owner, your vehicle must be registered in Missouri and you must provide a copy of the registration.

5. Copy of your Missouri voter registration card

  • You can register as a voter in Missouri online. If you’re not a U.S. citizen and have a U.S. permanent resident card, please provide a copy of this in place of a voter registration card.

6. Copy of evidence of domicile — lease, deed or mortgage

  • Copy of lease, mortgage or sublease with your name on it.
  • This document must show your living situation for the 12 months before the academic term for which you are petitioning.
  • It must include dates of residence, address, names of residents and the signature page.
  • Submit only these relevant pages.
  • If you have lived in multiple places during the last 12 months, please include all of the leases.
  • If you live with a family member or a friend, submit a notarized letter from the official renter or owner detailing your living situation and the expenses you pay and either their lease or warranty deed for that time period.

7. Personal statement

  • Explain your reasons for moving to Missouri or Kansas, what you plan to do after UMKC and your ties to the community, as well as why your residency should be altered.

8. Secondary evidence of domicile — optional but strongly encouraged in support of petition

  • Copies of two documents of evidence of domicile (i.e. utility or phone bill, etc.) Items must be dated twelve months prior to the academic term for which you are petitioning, and the items cannot come from the same source (i.e. not two utility bills from the same company). Do not submit the entire document only the page with your name, address and the date. Shipping labels and online purchase receipts are acceptable if they include your name, address and the date.
  • Copy of your marriage license (if applicable)
  • Copies of relevant immigration documents (if student is non-citizen)
  • Copy of your most recent property tax receipt with your name listed on it.

Relocation to Missouri Through Employment or Retirement

1. Copy of valid driver's license or state identification

4. Your Missouri Voter Registration Card

5. Personal statement

  • Submit your personal statement explaining your reasons for moving to Missouri or Kansas, what you plan to do after UMKC and your ties to the community. This statement will explain why your residency should be altered.

  • Copy of lease, mortgage or sublease with your name on it.
  • Must show your living situation in Missouri for the twelve months prior to the academic term for which you are petitioning.
  • It must include dates of residence, address, names of residents and the signature page.
  • Submit only the relevant pages.
  • If you have lived in multiple places during the last 12 months, please include all of the leases.
  • If you live with a family member or a friend, submit a notarized letter from the official renter or owner detailing your living situation and the expenses you pay and either their lease or warranty deed for that time period.

7. Proof that your purpose in Missouri is for retirement or employment

  • This is normally a letter from the employer which includes an acknowledgement of full-time employment, when the employment began and the employer’s address and contact information. For proof, a retiree can submit a Social Security verification or a letter from former employer.

8. Copies of relevant immigration documents

  • This will be copies of your current visa, permanent resident card or other official documentation relating student’s current immigration status.
  • Refugees and asylees can submit official USCIS documentation.

Military Status or Discharge

1. Copy of most recent military orders or DD214

2. Copy of birth certificate for dependent student

3. Copy of marriage license for married student

  • It must include dates of residence, address, names of residents and the signature page.

  • If you live with a family member or a friend, submit a notarized letter from the official renter or owner detailing your living situation and the expenses you pay and either their lease or warranty deed for that time period.

How to Submit Your Required Documents

After you submit the Residency Change Petition, you will receive an email that will contain a unique status page link to upload your materials. You may securely upload the required residency documents, but we recommend that you mark out first five digits of your SSN and account numbers.
