Pursuant to the Drug-Free Schools and Communities Act Amendments of 1989, the University of Missouri is required to establish a drug-and-alcohol-prevention program for its students and employees. The University of Missouri program includes education and information about the dangers of drugs and alcohol abuse in the workplace and within the campus community; programs that address unlawful controlled substance and alcohol use and high-risk use, including personnel actions that may result from such violations; self-referrals, as well as supervisory referrals, to drug and alcohol counseling and rehabilitation programs available through the Employee Assistance Program, the UMKC Counseling Center, and/or community agencies.
The University of Missouri–Kansas City reports very low crime statistics, with most crimes reported being larcenies.
UMKC has a professional police force that is fully accredited and provides campus security, crime prevention outreach information, and personal escort services.
UMKC complies with the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act of 1998, a federal law that requires colleges and universities to publish an annual report every year by October 1 that includes statistics from the previous three years concerning reported crimes that occurred on campus, in certain off-campus buildings owned or controlled by the university, and on public property within, or immediately adjacent to and accessible from, the campus. The report also includes institutional policies concerning campus security, such as policies concerning alcohol and drug use, crime prevention, the reporting of crimes, sexual assault, fire safety, and other matters.
The UMKC Police Department is fully accredited and is open 24 hours a day, 365 days a year. Officers patrol the Volker Campus and Health Sciences Campus, responding to all service calls. Services include property registry, safety escorts, vehicle lockout and jumpstart assistance, Silent Witness, lost and found, and the Rave Guardian App.

Hazing is strictly prohibited in the State of Missouri and by the University. Hazing is defined as any willful act, occurring on or off the campus of an educational institution, directed against a student or a prospective member of an organization operating under the sanction of an educational institution, that recklessly endangers the mental or physical health or safety of a student or prospective member for the purpose of initiation or admission into or continued membership in any such organization. Acts of hazing include, but are not limited to:
Hazing is a class C Felony.
In order to adequately protect students at risk for communicable disease, UMKC requires a variety of immunizations for students identified as high-risk (i.e., residence hall students, international students, and those enrolled in the Schools of Medicine, Dentistry, Pharmacy and Nursing).
These students will be notified by the appropriate campus office of specific immunization requirements pertaining to them; however, UMKC recommends that all incoming students follow the immunization recommendations of the American College Health Association.
Students living on campus must submit record of meningitis and MMR vaccinations. Exemptions are permitted for health and religious reasons. Students who exempt themselves from immunization for either reason must sign a University of Missouri waiver form (parents must sign for students under 18). For medical exemptions, the form must be completed by a physician. For their own protection, students who have not received the meningitis or MMR vaccinations may be required to leave campus in the event of an outbreak. Please note that students who do not have the required immunizations may not be placed in a clinical setting.

Amendment 3 to the Missouri Constitution allows Missouri licensed physicians to certify that patients residing in Missouri have a qualifying medical condition that allows the patients to apply for medical marijuana identification cards that may be used to purchase and possess marijuana. The Amendment also allows certain licensed companies in the state to cultivate, manufacture, test and dispense marijuana products.
However, it remains a violation of federal laws to use, possess, cultivate, or sell marijuana.
The University of Missouri System receives federal funding for financial aid, grants and contracts for research and is subject to compliance with the Drug Free Communities and Schools Act and the Drug Free Workplace Act. These federal laws prohibit universities receiving federal funding from allowing any form of marijuana use or possession on their premises. Therefore, the University will continue to enforce its policies which prohibit students, employees and members of the general public from possessing, using or distributing marijuana in any form on all University owned or controlled property and at University sponsored or supervised activities.

The mission of RISE: Resources, Intervention, Support, and Education at UMKC is to strengthen the University and community response to gender-based and sexual violence through victim support services, advocacy, training, education, and outreach to the campus and community.
RISE: Resources, Intervention, Support, and Education provides support, advocacy, awareness education, and prevention training to help end sexual violence, stalking, and domestic/dating violence.
It is the policy of the University of Missouri, in accord with providing a positive discrimination-free environment, that sexual harassment in the work place or the educational environment is unacceptable conduct. Sexual harassment is subject to discipline, up to and including separation from the institution.

In addition to individual counseling, staff also provide outreach, group therapy, crisis intervention, and learning assessments.
UMKC’s Roo Wellness offers primary care services and wellness outreach. There is no charge for an office visit, but there may be a charge for some services and laboratory tests.
Pet Animal Policy
For reasons of safety, health and sanitation, no dogs or any other pet animals are permitted in University buildings. This policy does not prohibit the presence of:
University properties rented or maintained as places of abode are subject to this policy unless the manager of those properties has provided and approved contractual agreement affirming otherwise.
The animal must be under the control of the person with direct responsibility for the animal’s activities, it must be housebroken and must not pose a direct threat to the health or safety of others. The animal must meet all state and local, health, vaccination and licensing requirements. At a minimum, animals must be immunized against diseases common to that type of animal. All vaccinations must be current. Dogs must wear a rabies vaccination tag. The person with direct responsibility is responsible for any damage the service animal causes and is responsible for cleaning up all animal waste.
Service Animal Policy
It is the policy of the University of Missouri-Kansas City (UMKC) that service animals assisting individuals with disabilities are permitted in all UMKC facilities and programs that the individual with a disability is entitled to access with some exceptions. It is recommended that students have their service animal registered with the UMKC Office of Services for Students with Disabilities. Faculty and staff members who require the use of a service animal as a reasonable accommodation must contact the ADA Coordinator in the Office of Affirmative Action to make an individualized request for an accommodation. The ADA Coordinator will determine, on a case-by-case basis, whether to approve the faculty or staff member’s request.
Determination:
The determination of whether or not an animal is a service animal is made by asking only the following two questions when the answers are not readily apparent:

Exceptions:

Tobacco use and smoking are prohibited throughout UMKC properties.
“Smoking,” as defined herein, means the act of drawing smoke or a vaporized substance into one’s mouth that has been ignited, combusted, or vaporized.
“Smoking Products” include, but are not limited to, tobacco, cloves, all cigarette products (cigarettes, bidis, kreteks, e-cigarettes, etc.) and all smoke-producing devices (cigars, pipes, hookahs, etc.).
“University of Missouri-Kansas City properties” include, but are not limited to:
• All outdoor common and educational areas
• Inside all university owned or leased buildings
• Campus sidewalks
• Campus parking lots
• Recreational areas
• Outdoor stadiums
• University-owned and leased vehicles (regardless of location)
This smoking ban does not apply to public rights-of-way (sidewalks/streets) within the campus boundaries, as these are governed by City of Kansas City ordinance.
UMKC encourages all students to maintain adequate health insurance coverage (international students are required to purchase student health insurance). Starting Fall 2021, the University of Missouri has partnered with Anthem Student Advantage to offer student health insurance coverage. No matter what insurance provider you utilize, it is very important to have adequate coverage. Be sure to review and compare plans to help you make the best decision on what kind of coverage you need and which insurance provider offers you the best plan for your needs. Please note that enrollment in the University-sponsored health insurance program is mandatory and automatic for International students with F-1 or J-1 visas who do not have an approved waiver.
Pursuant to Missouri Senate Bill 52 (2017) amending Chapter 173 of the Missouri Revised Statutes, the University of Missouri is required to develop and implement a policy to advise students and employees on suicide prevention programs available on- and off-campus. The policy shall also advise students and employees of the proper procedures for identifying and addressing the needs of students exhibiting suicidal tendencies or behavior, and shall provide for training, where appropriate. This information, as well as mental health and support services, shall be provided to all incoming students and posted on the Institution’s website.
