Creating an International Program Agreement

UMKC has procedures in place for the creation of institutional partnerships. All proposed agreements are subject to ongoing review and approval by the export control officer.

International Memoranda of Understanding (MOU)

  1. Complete the International Agreement (MOU) Request.
  2. Transfer and agreement project manager will provide an MOU draft.
  3. Send MOU draft to international partner for review.
If partner agrees to the draft as is:
  1. Transfer and agreement project manager sends MOU to senior internationalization officer.
  2. Senior internalization officer signs the Legal Approval form.
  3. Provost signs Legal Approval routing form and MOU.
  4. Partner signs the MOU.
If partner recommends changes:
  1. Transfer and agreement project manager and senior internationalization officer review changes and submit to contracts portal.
  2. University of Missouri System General Counsel stamps approval on MOU.
  3. Senior internationalization office signs the Legal Approval routing form.
  4. Provost signs Legal Approval routing form and MOU.
  5. Partner signs the MOU.
Once an MOU has been signed by both parties, it is fully executed and submitted to the contracts portal as an official record.

International Articulation Agreements (MOA)

  1. Complete the International Agreement (MOA) Request.
  2. Transfer and agreement project manager and senior internalization officer review draft and submit to contract portal.
  3. UM General Counsel stamps approval on MOA.
  4. Senior internationalization officer seeks signatures on the Legal Approval routing form from the dean or unit leader, the dean of Graduate Studies (if graduate coursework is involved) and the provost.
  5. Provost signs the MOA.
  6. Partner signs the MOA.

Establishing an Affiliation

  1. If none of the UMKC established affiliates provide services in the proposed program location or program discipline/field of study, a new affiliate may be proposed.
  2. Before proposing a new affiliation, program leaders should consult the U.S. Department of State – Bureau of Consular Affairs Travel Advisory to determine the advisory level of the destination’s country. An in-depth Affiliation Request will be required for countries designated with an Advisory Level of 3 or 4.
  3. Complete the Affiliate Request form to propose a new affiliation between UMKC and one or more education abroad programs offered by an external institution or organization.
  4. Deans or dean’s delegate must approve the completed Affiliate Requests prior to final submission through the UMKC Globetrotter Portal. The request will then be evaluated by the International Travel Risk Assessment Committee (ITRAC) and the Study Abroad Advisory Committee (SAAC). Affiliations need to align with our mission and strategic plan. Deans must ensure there are resources for affiliations, as needed. The deadline to complete the Affiliation Request is the last Monday in February. Approved affiliates will be notified by the first Monday in April.
  5. If the affiliation is approved by ITRAC, it will then proceed to SAAC for notification.
  6. The dean or dean’s delegate will be notified if an affiliation is approved. At this point, the faculty member will work with the affiliate to produce a contract. A general contract is typically in effect for three to five years, but program-specific contracts are valid for the duration of the program. As part of the UMKC-led program proposal process, the dean or dean’s delegate will approve program-specific contracts. The dean and provost sign on the legal approval routing form.
  7. The contract will then be sent to the Office of Study Abroad and Global Engagement (SAGE) to be uploaded into the contracts portal. The Contracts Office and UM General Counsel will then approve the contract as is or make amendments.
  8. Once the contract has been returned by the General Counsel and the Contracts Office, it will be returned to the faculty member to seek the affiliate’s signature.
  9. After the contract has been signed by the affiliate, it will be returned to SAGE, and SAGE will work with the Contracts Office to get a signature from UMKC’s representative. At this point, the contract is fully executed and will be added to the list of approved providers.
  10. For on-site housing and transportation, faculty members will work with their deans, chairs and fiscal officers to produce a contract. The contract is typically in effect for the duration of the program. All contracts should be appended to the UMKC-led program proposal.
  11. Faculty members may work with their fiscal officers to execute contracts in lieu of working with SAGE.
